Guarantees and public loans for SME financing
This dataset gathers:
- amounts of outstanding loans guaranteed by Sofaris and by the corporatist system of “Article 8”, from 1960 to 1994;
- amounts of outstanding public loans to SMEs, from 1980 to 2021.
Explanations of how the dataset was constructed are available upon request.

Public guarantees for SME financing
From 1960 to 1994, this dataset gathers the amounts of outstanding loans (in millions of francs, at 31 December of each year) guaranteed by the system of article 8 of the law of 19 August 1936 creating the Caisse nationale des marchés de l’État. It is supplemented by the total outstanding loans to non-financial companies in France, collected from the reports of the Conseil national du crédit.
Still under construction, the dataset will soon be extended with amounts from 1945 onwards and, from 1982, the amounts of loans guaranteed by Sofaris (Société française pour l’assurance du capital-risque des PME).
