• Guarantees and public loans for SMEs financing.

This database is attached to an article : Amiotte Suchet A. (2026), “Financing businesses: an affair of State? Rise and financialisation of public financing for small and medium-sized enterprises in France”, New Politicial Economy, pp. 1-23.

The original dataset gathers:

• amounts of oustanding loans guaranteed by the Sofaris and by the corporatist system of “Article 8” from 1960 to 1994 ;
• amounts of outstanding public loans to SMEs from 1980 to 2021.

Explanations of how the database was constructed and article are available upon request.

• Garantie publique pour le financement des PME

FR Cette base de données rassemble, de 1960 à 1994, les montants de l’encours des prêts (en millions de francs et au 31 décembre de chaque année) garantis par le système de l’article 8 de la loi du 19 août 1936 portant création de la Caisse nationale des marchés de l’Etat. Elle est complétée par l’encours total des prêts au sociétés non financières en France, récolté dans les rapports du Conseil national du crédit.

En construction, la base sera bientôt complétée avec les montants depuis 1945 et, à partir de 1982, les montants de crédits garantis par la Sofaris (Société française pour l’assurance du capital-risque des PME).

EN From 1960 to 1994, this database gathers the amounts of outstanding loans (in millions of francs and at 31 December of each year) guaranteed by the system of article 8 of the law of 19 August 1936 creating the Caisse Nationale des Marchés de l’Etat. It is supplemented by the total outstanding loans to non-financial companies in France, collected in the reports of the Conseil National du Crédit.

Under construction, the database will soon be completed with amounts since 1945 and, from 1982, the amounts of loans guaranteed by Sofaris (French company for the insurance of SMEs’ venture capital).
